Brian Anku Sapati in Rendering Public Service in Ghana does not shy away from sharing emotions of outrage and disappointment which swept over him as he struggled to make sense of the realities which unfolded before him.

 He belief in a system where honest public servants render faithful and obedient service as leaders at all levels not only in Ghana but Africa as a whole (in an African Union) is his hope.

 INTRODUCTION

"Rendering Public Service in Ghana >> Your obedient servant" by B.A. Sapati, is a short, simply written book of 5 chapters and 86 pages with 4 appendices, 2 excerpts and 5 postscripts.

 It is a very interesting manuscript which everyone can finish reading in a day.

 In quaintly written foreword, Professor Esi Sutherland - Addy, identifies issues which are frequently raised in discussions about the type of governance culture which has evolved in the country to include the following :

 > Ghana makes good legislation but there is ample evidence of difficulties in implementation, including lack of political will.

 > The indigenous nature of state capture by different political entities whose interests do not coincide with those of the nation.

 > Pervasive corruption.

 It is these issues, among several others, that Mr Sapati seeks to address in this short, concise and beautifully written book.

 After reading the book, one cannot but ask oneself the following questions:

 > Do Public Servants render public service?

 >Are Public Servants obedient? If yes, to who?

 > Are Public Servants, Servants of the Public, or is the public the servants of the Public Servants?

 CONTENT

Chapter one of the book titled "The Drama" opens with the author's traumatic experience of the chaotic transition of 2021, the first time since independence that Ghana witnessed a change of government from one political party, the National Democratic Congress (NDC), to a different political party, the New Patriotic Party (NPP).

 Chapter two titled "Your Obedient Servant", the author raises questions about why Ghana's Public Service does not perform or under - performs, how the public service can be truly apolitical and non - partisan. The author proffers some solutions.

 Chapter three titled "corruption in the public service", the author, in an unusual writing style, lists 10 questions in an appendix 1 which he tittles 'Integrity Test', and directs people to read it before the chapter.

Chapter four on "Reminiscences" may approximately be described as the climax of the book. It chronicles events in which the author personally participated and is able to write from the perspective of an insider.

 Chapter five, the final chapter of the book, is titled "The Ghana I envisaged". The author gives his vision of Ghana at age 100 years in 2057 and how he thinks this vision can be achieved. He sees a Ghana that is beautiful, but against a background of challenges that must be overcome.

ABOUT THE AUTHOR

 B. A . Sapati is a governance, learnership and institutional development Consultant, a leading anti - corruption and anti - money laundering advocate.

He is a product of the Kwame Nkrumah University of Science and Technology (KNUST) in Ghana, a retired Fellow of the Chartered Institute of Taxation (FCIT) - Ghana, and a retired Fellow of Certified Fraud Examiners (FCFE).

 Brian was the Executive Director of the Serious Fraud Office - Ghana, served as the Deputy Director - General of GIABA (Inter - Governmental Action Group against money laundering and Terrorist financing), ECOWAS in Dakar - Senegal for four years (2014 - 2018).

 He is the Founder of Safeinto, a Civil Society Organization (CSO) crusading for accountability in the public sector of Ghana. B. A . Sapati is a Pan - Africanist and a Patron of PLO Lumumba Foundation, Ghana chapter.

He has several publications on corruption and governance to his credit.

Mr Brian Anku Sapati is an Elder of the Global Evangelical Church in Ghana.
